 Blue Roads and No Concrete?

Post Blue Roads and No Concrete?
So I'm trying to create a Moon Vacation Neighborhood for my Sims 2 game and I'm having two problems. One is that the roads are turning blue when I try to make it night and the other is that even though I chose concrete terrain, the terrain is grass.
:con: Has anyone else experianced this and how on earth do i fix it?
