Ok, i have a girl named Candy Cane, she wants to make this robbie boy her boyfriend, but i don't see the option for them to go out anywhere! She is an adult, and wants multiple bf's/gf's for a lifetime goal.

The only way to get your sims boyfriend and girlfriend is to make sure their relationship with each other is high enough. Maybe get to the 'good friends' stage and then start romantic interactions. Also, make sure that both sims moods are high enough. If you invite the sim over, get some food out, play some music, just keep the atmosphere going. Seriously, it makes a real difference.
You'll have them falling in love in no time :)

but where is the button to go out? What section? Do i have to propose sitting down?
This girl is in love with this guy, does she have to wait for him to ask to go out?

If they are romantic interest for eachother, make sure to do loads of romantic interactions until it says 'Candy thinks Robbie is being extremeley irrisistable', then there should be an option saying 'Propose going steady', which I assume is the american way of saying 'going out'.
