 Is there a cheat to smooth terrain in the neighborhood?

Post Is there a cheat to smooth terrain in the neighborhood?
What I am trying to do is place the largest lot available (64x64 I believe) so that I can move a house I've been working on that started out on a small lot. I've done this before (placing the small lot house on the big lot to give them more room) but the problem I'm having is the "no routable access" when trying to place the lot next to an available road/street.

Seems like I remember something that allowed a person to edit the terrain, smooth the hills... add water... but I can't remember where I saw it and if it were for Sims 2 or 3. (I'm playing 3)

I've looked through all the help files and forums at MTS2 but can't find anything that would be what I am looking for.

Any help would be appreciated.

Try the create a world tool?

That wouldn't help as that would require a whole new world to be generated.

I'm afraid TS3 doesn't have the cheat present in FreeTime... I guess you'll have to look for a 64x64 lot and bulldoze it for your own use if you're willing to replace said 64x64 lot. Otherwise I don't think there's any other way.

... hm, I've never really used create a world. I thought you might be able to use the preexisting worlds as templates or something.
