Replying to every post you can find, or replying to threads that are old and no longer relevant, is considered spamming.
Some other reasons why this is discouraged:
*If someone makes a new topic, and suddenly someone else answers every post in board except that one, then that post will get pushed right to the bottom and no one will ever read it. Sad
*It makes people unable to keep track of what threads are recent, and what threads are old.
*It makes it harder for the mods to manage the forum.
*Instead of the forum being a place for everyone to share ideas, all people will be able to find are your ideas.
By all means feel free to post, but if you are replying to more than 10 topics from a particular board then you are running the risk of over-posting.
