I have a problem...
I recently installed ALL expansions and stuffs, and i have latest patch also.
When i run the game on Normal or Fast speed, it doesnt lag AT ALL, NEVER.
But when on Ultra Speed it gets to 1-15 fps all the time, everything lags like crazy.
I dont run any CC or mods so...
What can be the problem?

You may need an FPS limiter. It's ironic because your saying your FPS is coming up low, but the game may be trying to run too many frames per second, and a limiter might help. Try this for a spin.

Thank you kindly... But this is for The Sims 3, i am playing Sims 2 :P

Just a hands up:
If you have Nvidia, you can go to Handle 3D settings, then scroll down on Global Settings, then Force Vsync on, and whips= you have 60 fps on Sims 3 all time :)

Dooh! Sorry, didn't realize what board this was on! My appologies! And yes, but sometimes the NVidea settings aren't so solid for me.

I tested this with Nvidia setting, it work great for me, although it makes all games have highest 60 fps, but thats okay :)

I will try now to move into a house instead of an apartment, then ill see if it lags less :(

Result:
When my sims alone is on the house, no visitors or anything, on Ultra Speed, it flows EXCELLENT!
But as soon ANYONE else enter my property, it starts to lag :/

I find that the addition of extra sims (and also alot of items) makes it lag up in that way. I'm just dealing with it, because I assumed it was because my laptop sucks.

It's normal so far... it happens to me all the time. I think it has something to to with the fact that relations and stuff are being coded and etc. in the background.
