Okay, I'm playing Appaloosa Plains and this problem just now appeared. I'm experiencing what seems to be a duplicated town hall rabbit hole.. but absolutely no where to be found on the map. I know this because my main sim, James, is an inventor. He's invited to "Collect Service Award" and the opportunity star links to a point completely off the map. I follow it in TAB camera man mode and it leads to absolute blue nothingness. Not even a secret route error in the world like where my sims sometimes show up after vacation, no. This rabbit hole does not exist.

Whenever I try to send him to collect the award, it's just a route error. I've been further confirmed of this when a graduation was erronerously planned to be there (rather than the REAL city hall) and all the graduates got a route error and then just graduated in their spots without the ceremony. Everyone got the moodlets and everything is correct... But there is just no lot.

What do I do?!

I know this problem is unheardof and seemingly unfixable... but does anyone have any suggestions at least how I can search the problem? My terms are too broad and nothing comes up.
